Statement on the Prime Minister of the Government of Malta on International Day of Solidarity with the Palestinian People 2025.

MALTA

Excellency;

As we observe the International Day of Solidarity with the Palestinian People, Malta expresses its sympathy for the suffering of the Palestinian population. We note that the humanitarian situation remains very deeply concerning, while we cautiously welcome ongoing efforts to address the urgent needs on the ground. On Malta has remained actively engaged as the humanitarian situation has continued to deteriorate. multiple occasions and platforms, we have underscored the importance of all parties upholding the principles of International Law, including international humanitarian law. Respect for these frameworks essential to protect civilians, ensure accountability, and facilitate the timely delivery of urgently needed humanitarian assistance. is Equally vital is the role of diplomacy, dialogue, and multilateral cooperation in paving the way towards a just and lasting resolution to the Israeli-Palestinian conflict, based on the Two-State Solution. We welcome the implementation of the initial phase of the Comprehensive Plan to end the Gaza conflict as proposed by the President of the United States of America, H.E. Donald Trump, as well as the outcomes of the Sharm el-Sheikh Summit for Peace held last month. We commend the mediators for their tireless efforts and urge all parties to engage constructively and fully implement the agreement without delay, to bring about a permanent cessation of hostilities. Malta's formal recognition of the State of Palestine, announced in New York on 22 September 2025, marks a significant milestone in the longstanding and historic relationship between our two nations. This act of recognition is a clear and resolute affirmation of Malta's unwavering support for the legitimate and inalienable rights of the Palestinian people, including their aspiration to establish a sovereign and independent state. This decision reflects Malta's commitment to contributing concretely to the broader Middle East peace process and to preserving a viable political horizon. A negotiated TwoState Solution remains the only viable path to ensuring that both Israelis and Palestinians can coexist peacefully, with justice, security, and dignity. We welcome the commitment of the Palestinian Authority towards reform, and together with our European Union partners, will continue to provide support. The disarmament the terrorist group Hamas and its exclusion from any future governance oror security arrangements in Gaza remain non-negotiable principles. Malta remains steadfast in its commitment to supporting Palestinian public institutions, ensuring that they are anchored in good governance, transparency and accountability. To this end, Malta will continue to engage bilaterally with the Palestinian Authority and multilaterally, including through mechanisms focused on state-building and capacity building initiatives

We stress the importance of de-escalation in the West Bank, including East Jerusalem, and call for an end to settler violence and the expansion of illegal settlements, which risk strangling any hope for a viable Two-State Solution. Your Excellency, it is our firm belief that no peace can be achieved through violence. On this day, we reaffirm our commitment to supporting efforts that promote hope, dignity, and opportunity for the Palestinian people and contribute to a future grounded in mutual respect and coexistence. Please accept, Excellency, the assurance of my highest consideration.

The Hon. Dr Robert Abela Prime Minister.
