
Excellencу, We mark this year's commemoration of the International Day of Solidarity with the Palestinian People at a unique and critical moment of hope and possibility. In marking this day of solidarity, the European Union welcomes the ongoing implementation of the first phase of the Comprehensive Plan to end the Gaza Conflict put forward by President Trump, as well as the outcome of the 13 October 2025 Sharm El-Sheikh Summit for Peace. Committed to advancing peace initiatives, the European Union will persist in its efforts and actively engage with partners on the subsequent steps. To contribute to the Comprehensive Plan to end the Gaza Conflict, the European Union will make full use of its missions, the European Union Border Assistance Mission to the Rafah Crossing Point (EUBAM Rafah) and the European Union Police mission for the Palestinian Territories (EUPOL COPPS). The European Union reaffirms its steadfast commitment to a lasting two-state solution where two democratic states, Israel and Palestine, live side-by-side in peace within secure and recognized borders. This vision, supported by the Global Alliance, is essential for achieving comprehensive peace in the region. The European Union stands behind the principles outlined in the New York Declaration and the Comprehensive Peace Plan, which pave the way for a just and lasting peace. Despite significant political progress, the humanitarian situation in Gaza and the West Bank remains dire. The European Union calls for immediate, unimpeded access and sustained distribution of humanitarian aid. The role of the UN and its agencies remains indispensable in this regard. The European Union will assist in the rapid, safe, and unhindered delivery of humanitarian aid working in coordination with international partners, including via the Cyprus Maritime Corridor. a We recall that UNRWA continues to play a vital role, working to alleviate the suffering of the Palestinian people. UNRWA must continue to carry out its crucial work in the humanitarian response to millions of Palestinian refugees in the region, delivering life-saving support to population facing critical and immense needs. In line with its longstanding partnership, the European Union is providing both political and financial support to UNRWA. In 2025, the European Union disbursed the entirety of the 2025 planned contribution of EUR 82 million UNRWA's Program Budget, in addition to a separate humanitarian contribution of EUR 30.2 million. A comparable contribution is planned for next year. to Since the beginning of the crisis, the EU's and its Member States collective humanitarian financial support for humanitarian operations in Gaza and the West Bank stands at €1.6 billion. This support is channelled through humanitarian partners, including the UN agencies, Red Cross and Red Crescent movement, and international NGOs, in accordance with international Law. In addition, the EU is also providing in-kind assistance to Gaza and the region and has launched humanitarian air bridge operations to deliver aid to people affected by the crisis with thus far 77 flights that have arrived in Gaza and the transportation of over 5,000 tonnes of cargo for Gaza, including medicines, medical supplies, shelter, water, sanitation and hygiene items, and educational items on behalf of humanitarian partners, as well as EU-owned stockpile items.
The European Union takes note of the International Court of Justice's Advisory Opinion on the "Obligations of Israel in relation to the Presence and Activities of the United Nations, Other International Organizations and Third States in and in relation to the Occupied Palestinian Territory." In the West Bank, including East Jerusalem, the European Union calls for de-escalation and for an end to settler violence, the expansion of illegal settlements, and Israel's military operations. The European Union calls on Israel to reverse the E1 settlement plan, which further undermines the viability of the two-state solution. Additionally, the European Union reiterates that all parties must preserve and respect the special status and character of Jerusalem and its Old City, the inviolability of its sacred spaces, and the viability of all its communities. The European Union will continue to support the Palestinian Authority's reform efforts and eventual return to Gaza. The European Union calls for an end to any actions that undermine the Palestinian Authority and urges Israel to release the withheld clearance revenues, which are essential for the proper functioning of the Palestinian Authority and the provision of crucial services. Standing in solidarity with the Palestinian people, the European Union remains firmly committed to the establishment of strong, inclusive, and accountable democratic Palestinian institutions. Such institutions must be based on respect for the rule of law and human rights. The European Union stresses that a credible pathway to Palestinian statehood is a crucial component of the two-state solution. Building upon the announcement made by President of the European Commission Ursula von der Leyen at the 2025 State of the European Union, the recent High-level International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution, co-chaired by France and Saudi Arabia, as well as the Ad-Hoc Liaison Committee meeting held in New York last September, the Palestine Donor Group was convened in Brussels on 20 November 2025 to address the most pertinent issues, which include the fiscal stability of the Palestinian Authority, progress by the PA on its Reform Agenda, the economic recovery of the West Bank, as well as the latest developments in Gaza.
